One should examine the balance between defending the state's security and the right of a person, who served his sentence, to live as free one. The prohibition of any contact with foreigners is not implemental and not extensible. On the other hand, the restriction of exit is easier to implement on the condition that the state would lay before the High Court of Justice reasons regarding state's security that would deprive the person of his basic privilege.
